Richelle Crotty, PhD, joined the National Telecommunications and Information Administration (NTIA) in August 2022 as a Technical Assistance Advisor
for Digital Equity with NTIA’s Office of Internet Connectivity and Growth (OICG). As a technical assistance advisor, Richelle works with NTIA’s Digital Equity Team to support the federal program officers with the Digital Equity Act Grant Programs and supports digital equity in the Broadband Equity, Access, and Deployment Grant Program. Richelle also supports OICG as a subject matter expert in Human Subjects Research.
Before joining NTIA, Richelle was with the Technology and Information Policy Institute at the University of Texas at Austin as a post-doctoral research fellow researching the relationship between libraries, digital inclusion, and disasters. Richelle has 10 years of research experience in telecommunications regulation and policy and digital inclusion and wrote her dissertation on the history of cellular network regulation in the United States.
Richelle earned her Bachelor of Arts and Master of Arts in Communications Studies at Florida State University and her Doctor of Philosophy at the University of Texas at Austin.
